Why does month-end census differ from daily operating census?

Month-end census reflects accounting adjustments made after the fact: late admissions and discharges, bed-hold treatment, payer corrections and billing cutoffs. The daily operating census reflects what was known each day. Averaging daily counts and dividing booked resident days by days in the month are different calculations. Both are valid, and they should be reconciled and labeled.
Why this happens
Corrections made at month-end improve the books but rarely go back into the daily figures already used for staffing and reporting.
Recording each month-end adjustment with its reason shows whether the daily process or the close process needs attention.

The governance question
Finance needs to know not only the number but its authority: which source it came from, which definition applies, what was adjusted, and who approved the adjustment. That is provenance, and it should be inspectable before the number is used.
