Which occupancy number should the CFO use?

The CFO should use the occupancy definition approved for each audience: billable occupancy for financial results, contractually defined occupancy for lender covenants, and a labeled operating occupancy for management. The number should come with its definition, source authority and any adjustments. The CFO’s job is not to pick one number for every purpose, but to make sure each one is governed and labeled.
Why this happens
Lender agreements and owner reports often define occupancy precisely, sometimes differently from internal reports.
A labeled number protects the CFO when it is challenged, because the definition and lineage travel with it.

The governance question
Finance needs to know not only the number but its authority: which source it came from, which definition applies, what was adjusted, and who approved the adjustment. That is provenance, and it should be inspectable before the number is used.
