The authority layer

The authority layer any agent calls.

Before an agent acts on an operating number, it asks one question: which value governs, who authorized it, and is anything in dispute? SeniorCRE is designed to answer from the operator's own Operator-Controlled Operating Record.

Designed

Designed. Not built. No operator uses this interface today.

Agents are fast. Operators still own the answer.

Every agent that touches a community will read a number: occupancy, staffing, rate, margin. Systems define those numbers differently, and sometimes they conflict. A model can pick one confidently. Confidence is not authority.

Model confidence never creates organizational authority.

The answer: one call

  1. 01

    Agent asks.

Which census governs for this admissions decision at this community?

  2. 02

SeniorCRE is designed to answer from the record.

The value the operator authorized, the definition used, the approver, the effective date, the evidence, and any open disagreement.

  3. 03

    A person decides.

The answer is information. It is not an authorization. Approval stays with named people.

What an agent would get back

Synthetic example. Not operator data.

status: governing
metric: occupancy
decision: admissions_consideration
value: 87.0 percent
definition: clinical census (v3)
approved by: chief operating officer
effective: 2026-09-15
evidence: resident record system, current
open issue: billing count differs (86.2),
             governs billing only
notice: not an authorization
  1. 1.

The status says whether a rule backs this value.

  2. 2.

The definition and approver travel with the number.

  3. 3.

    Disagreements are shown, never hidden.

  4. 4.

When no rule exists or sources conflict, the design specifies withholding the value and listing the alternatives. The agent would escalate to a person.

Absence of a grant is a denial.

The operator, not the agent and not SeniorCRE, would decide what each agent may do. In this design, every agent starts with nothing.

May read.

See a governing determination and where it came from.

May propose.

Suggest a determination or decision options. A proposal does nothing until a person with authority accepts it.

Must escalate.

When a rule is missing, sources conflict, or data is stale, route it to a named decision owner.

There is no "write," "approve," or "order" level. Those actions are excluded from this interface design.

Each grant names

  • the agent
  • the person who granted it
  • the communities and metrics in scope
  • the purpose
  • an expiration date
  • a rate limit and a data-freshness limit

Revoking a grant is specified to take effect on the next call. Every call, allowed or denied, would be logged for the operator.

What it is not

Evidence and how fresh it isOther operators’ data or cross-operator benchmarks
Open conflicts and authority gapsCredentials to any source system
Proposal and escalation routingAny way to write to a source system

Why operators care

One agent or ten, the same question is specified to get the same answer.

Identical inputs and record state would return identical outputs, regardless of which model calls. This behavior remains to be built and tested.

Vendors bring agents. The operator keeps the authority.

Govern what you have. Replace only by choice.
