Reconcile revenue and census at the resident-day level. For each resident and day, compare the governed census status and care level with what was billed, sort any difference by cause, and settle it under authority rules. Revenue variances can then be explained by specific residents and events instead of by assumptions.

The governance question
Finance needs to know not only the number but its authority: which source it came from, which definition applies, what was adjusted, and who approved the adjustment. That is provenance, and it should be inspectable before the number is used.
