What does “available unit” mean in senior housing, and why can occupancy percentages differ?

Direct answer

There is no single answer. A community may legitimately count licensed units, units after those taken out of service, units available to lease, and units configured for care. Each produces a different occupancy denominator. The governance question is not which number is wrong, but which denominator governs for this purpose.

Regulatory reporting, owner and lender reporting, staffing and daily operations may each warrant a different denominator. The operator decides which governs each purpose.

Occupancy depends on the denominator; revenue, RevPAR, RevPOR and PPD analysis depend on occupancy. When the governed denominator changes, everything computed from it carries that lineage. No causal relationship is claimed.
