What is the difference between a Governing Record and a golden record?

Direct answer

A golden record is a single consolidated version of an entity, produced by matching and merging. A Governing Record keeps every legitimate source assertion and records which one governs for a defined purpose, under whose authority, on what evidence, and with what lineage. Two systems can both be correct; the Governing Record says which applies to which decision.

Can two systems both be correct?

Yes. A clinical census and a financial occupancy figure can each be accurate for what they measure. Collapsing them into one value loses the reason they differ. Data unification is real, valuable work; it does not by itself establish decision rights.
