Conflicting numbers make budgets and forecasts rest on unclear baselines. If the budget census was built on one definition and actuals are reported on another, variance analysis explains the definitions rather than performance. Forecasts built from ungoverned history carry the same confusion forward. Budgets should state the definitions they use and be measured against governed actuals.

The governance question
Finance needs to know not only the number but its authority: which source it came from, which definition applies, what was adjusted, and who approved the adjustment. That is provenance, and it should be inspectable before the number is used.
