How should financial systems interact with clinical systems?

Financial systems should receive clinical events that affect revenue and cost, such as admissions, discharges, leave and care-level changes, under operator-approved definitions and timing rules, with a reconciliation step that catches differences. Finance should not change clinical data, and clinical systems should not set financial definitions. The handoff between them should be governed and visible.

Direct one-way feeds often pass clinical events through without checking billing rules, so errors show up only at the close.

The governance question

Finance needs to know not only the number but its authority: which source it came from, which definition applies, what was adjusted, and who approved the adjustment. That is provenance, and it should be inspectable before the number is used.
