There are five stages between an Executive Briefing and a workforce record your board can defend: the briefing itself, an authority map of the labor numbers, connection and reconciliation, the record in production use, and reporting to board, lender, and capital. Each stage below publishes the question it answers, the human who owns the decision, what the operator holds when it closes, the condition that has to be true before the next stage begins, and the claim we are not making.
