Without governance, AI picks one value, blends them or makes up a reconciliation, often without saying so. The resulting recommendation sounds confident and rests on an unresolved conflict. AI should receive governed values plus visible flags for unresolved disagreements, so it can reason within known limits or decline to act.
Why this happens
Language models are built to produce fluent answers, not to stop and ask whose number governs.
Showing unresolved conflicts to the AI, and to the people reading its output, prevents false certainty.

- AI reads governed values, not raw conflicting sources.
- Unresolved disagreements are visible to the AI and to people.
- Explicit grants for what AI may read, recommend and execute.
- Human determination for anything outside approved rules.
- A record linking each AI recommendation to its governed inputs.
