AI & SeniorCRE Intelligence
Should governance come before AI automation?
Last reviewed
Direct answer
Yes. Governance first. Intelligence second. Execution last. Automating before governing means acting faster on numbers whose meaning and authority nobody has approved. Governing first gives AI a reliable foundation and gives the operator the authority rules that decide what automation may do.
Why this happens
The cost of an ungoverned number grows with every automated action that uses it.
Governance also defines the boundary of automation: rules the operator has approved can be automated, and everything else goes to people.
Example: an ai agent asked to schedule staff
EHR census
92
Includes a bed hold.
Accounting census
90
Billable residents only.
AI agent
Chooses 92 with high confidence
Confidence reflects the model, not the operator’s authority.
- Which number governs?
- Operator Authority
- Governing Record
- SeniorCRE Intelligence
- Execution
Illustrative figures. Governance first. Intelligence second. Execution last.
The model’s confidence says nothing about which census the operator has approved for staffing.
The governance question
Governance first. Intelligence second. Execution last. AI should reason from a governing record whose authority has already been established by the operator. Model confidence never creates organizational authority.
Evidence → Disagreement → Authority → Governing Record
What good operating infrastructure should do
- AI reads governed values, not raw conflicting sources.
- Unresolved disagreements are visible to the AI and to people.
- Explicit grants for what AI may read, recommend and execute.
- Human determination for anything outside approved rules.
- A record linking each AI recommendation to its governed inputs.
SeniorCRE perspective
SeniorCRE Intelligence is designed to sit downstream of the Governed Operating Record: it reasons from numbers whose authority the operator has established and acts only within authority already granted. It never decides which number governs. Status: the Governed Operating Record is designed and not yet implemented in any community. What has been built, validated and deployed is published on the evidence page, and nothing here should be read as a production result.
