Can model confidence determine organizational authority?

Direct answer

No. Model confidence measures how sure a model is about its own output. Organizational authority is who in the operator is accountable for a decision. They are different things. A highly confident model can still be wrong, and even when it is right, it is not the party accountable to regulators, residents or owners. Model confidence never creates organizational authority.

Why this happens

Confidence scores are easy to read as authority, especially in automated workflows.

Keeping the two separate in design, by never letting a confidence threshold replace an authority rule, avoids that mistake.

  • Explicit grants for what AI may read, recommend and execute.
  • Human determination for anything outside approved rules.
  • A record linking each AI recommendation to its governed inputs.
