Govern the inputs and the authority before the model. AI should only reason over values whose definitions, sources and reconciliation rules are already governed, its output should be a recommendation attached to its evidence, and a named human must accept that output before it changes the operating record or affects a person. Ungoverned inputs make AI a fragmentation amplifier
If three systems disagree about census and a model is asked to explain the month, it will produce a fluent explanation of whichever figure it was handed. The explanation inherits the disagreement and hides it behind confident language. That is worse than the original ambiguity, because it is harder to challenge.
