A CEO can treat a dashboard number as reliable when the definition, authoritative source, resolution of any disagreements and lineage can be shown on request. If the answer to "where did this come from?" is a person rebuilding it in a spreadsheet, the number has not been governed. Ask for the lineage, not just the total.

A defensible executive number has an approved definition, a known source authority, a recorded resolution of any disagreement, and lineage back to source. Disputed numbers should be shown as disputed, not smoothed.
