How do I govern AI in a senior housing & care operating environment?
Govern the inputs and the authority before the model. AI should only reason over values whose definitions, sources and reconciliation rules are already governed, its output should be a recommendation attached to its evidence, and a named human must accept that output before it changes the operating record or affects a person. Consequence sets the governance intensity: summarising a figure is not the same risk class as suggesting a care change.
Ungoverned inputs make AI a fragmentation amplifier
If three systems disagree about census and a model is asked to explain the month, it will produce a fluent explanation of whichever figure it was handed. The explanation inherits the disagreement and hides it behind confident language. That is worse than the original ambiguity, because it is harder to challenge.
Governing the record first is therefore not a precondition invented for compliance; it is what makes model output reviewable at all.
The acceptance rule
Model output does not become truth by being generated. It becomes an input to a human ruling.
Every AI-assisted output carries the values, sources and rules it relied on.
A named role accepts, rejects, or amends the output; the decision is recorded with the record.

Clinical authority is unchanged
Clinical accountability remains with licensed clinicians and the operator’s clinical leadership. Governing data across systems, and using AI to surface a pattern earlier, does not transfer clinical judgement to software and does not alter who signs.
Clinical configuration is separately an operator choice: an incumbent clinical system can be retained and governed through the operating record, or SeniorCRE’s native clinical capabilities can be deployed where SeniorCRE is selected as the clinical system of record. Exactly one medication administration record is authoritative in either configuration.
